Scope & content
The Claudine Schneider Papers were donated by the former congresswoman in 1990 and 1991. Prior to their transfer the records were housed in Schneider's Washington, D.C. office. The collection consists of official records from Schneider's five terms (1981-1991) as the United States Representative from Rhode Island's second district. Included are records generated by Schneider’s staff members Anne Schwartz, David Stonner and Ian A. Nichols.
Series I, Subject Files, 1978-90, consists of issue-related and political material accumulated during Schneider's five terms as U.S. Representative for Rhode Island's second district. Included in this series are press clips, correspondence, articles, schedules, pamphlets and photographs.
Series II, Correspondence, 1980-90, contains materials such as letters cosigned, official correspondence, "Dear Colleague" letters and thank-you letters. The series is incomplete since personal correspondence and some staff memoranda are missing.
Series III, Bills Co-sponsored, 1983-90 consists of bills cosponsored by Schneider and related materials. This series is also incomplete since most bills from the 100th and 101st Congresses are missing.
Series IV, Bills Sponsored, 1982-90, contains bills primarily sponsored by Claudine and related materials.
Series V, Women's Issues, 1982-90, includes materials relating to Schneider's interest and participation in women's issues. The series contains materials such as press clips, correspondence, articles and speeches.
Series VI, Clinch River, 1975-83, consists of material relating to the $3.2 billion Clinch River Breeder Reactor Project in Tennessee. Records include correspondence, press clips, and newsletters. The Series is incomplete since some of the files were lost during shipping.
Series VII, Press Releases, 1980-90, includes press releases issued by Schneider's office.
Series VIII, News Clips, 1977-90, consists of press clips which either mention or quote Schneider.
Series IX, House Campaigns 1978-88, contains materials relating to Schneider's six campaigns for the House of Representatives and includes briefing books, correspondence, memos, press releases, endorsements, budgets, scrapbooks, audiotapes, videotapes, volunteer lists and campaign brochures.
Series X, Senate Campaign, 1982-1990, documents Schneider's attempt to win election to the U.S. Senate in 1990. Included are correspondence, memos, briefing books, polling data, position papers, brochures, bumper stickers, pamphlets, press releases, campaign finance reports, and videotapes.
Series XI, Charlestown Nuclear Power Plant, 1973-1979, includes materials relating to Schneider's opposition to the construction of a nuclear power plant in Charlestown, Rhode Island. Included are correspondence, memos, legal briefs, petitions for leave to intervene, reports, and transcripts of testimony. Although the material in this series pre-dates Schneider's campaigns and Congressional service, it is included in this record group because it demonstrates Schneider's commitment to political activism and because it is the issue which first brought her to public attention in Rhode Island.
Series XII, Computer Files, 1983-86, consists of various computer disks produced and maintained by Schneider's staff.
Series XIII, Memorabilia, 1983-90, contains plaques, awards and honorary degrees given to Claudine Schneider during her five terms as a U.S. Representative.
The records contained in the Addendum series include subject files, campaign files, news articles, photographs, film, audio cassettes, plaques and awards. These materials were transferred to Special Collections in 2000 from the Schneider’s former residence in Narragansett, Rhode Island.
Series XIV, Subject Files, 1973-1993, contains correspondence, memoranda, speeches, reports, and news articles. Subjects include issues concerning the environment, education, commerce, nuclear power, women’s rights, and drug control.
Series XV, House Campaigns, 1978-1990, contains correspondence, reports, speeches, campaign advertisements, and financial records regarding Schneider’s campaigns for congress.
Series XVI, Senate Campaigns, 1987-1990, contains correspondence, reports, speeches, campaign advertisements, and financial records regarding Schneider’s bid for the United States Senate seat in 1990.
Series XVII, News Articles, 1973-1992, contains newspaper clippings and magazine articles. Topics include issues relating to political campaigns, environmental management, and health care.
Series XVIII, Photographs, 1978-1990, contains photographs, slides, and negatives of Schneider’s campaign events, hearings, speeches, and foreign travel.
Series XIX, Audiovisual, 1978-1990, contains VHS cassettes, film reels, and audio cassettes of newscasts, political talk shows, and documentaries.
Series XX, Printed Matter, 1982-1990, contains books, photographs, campaign paraphernalia, plaques and awards.
In July of 2006 five linear feet of audiovisual material (1982-1990) consisting of VHS tapes, beta-format tapes, and film reels were transferred to Special Collections from Schneider's residence. Included in the shipment were 1.5 linear feet of paper records (1991-1992) concerning health care reform, biodiversity, and other environmental issues.

Biographical note
Claudine (Cmarado) Schneider served Rhode Island's second congressional district for five consecutive terms (1981-1991). She was born on March 25, 1947 in Clairton, Pennsylvania, and was the eldest of three children. She attended Catholic schools in the Pittsburgh area, and continued her education at Rosemont College, PA; Windham College, VT (BA in languages 1969); the University of Barcelona, Spain and the University of Rhode Island's School of Community Planning.
In 1969, Cmarado moved to Washington D.C. to take a job as executive administrator for Concern, Inc., a national environmental education organization. In 1970 Cmarado married Eric Schneider and when Eric became a research scientist at the University of Rhode Island's Center for Ocean Management Studies, the couple moved to Narragansett, Rhode Island.
In 1973, Schneider founded the Rhode Island Committee on Energy, a citizen's group which successfully stopped the construction of a nuclear reactor in Charlestown. That year Schneider also founded the Conservation Law Foundation, an organization that represented citizens in environmental disputes. She continued as the foundation's executive director until 1978. In 1977, Schneider assumed the position of federal coordinator of the Rhode Island Coastal Zone Management Program and in 1978 Republican nominee for Rhode Island's second district U.S. representative seat. She lost the election to Democratic incumbent Edward Beard. From 1978-80, Schneider was producer and host of the
Public Affairs program for WJAR-TV, Providence.
In 1980, Schneider again challenged Representative Beard for his congressional seat and defeated the Democrat with 56% of the vote. She was the first woman elected to Congress from Rhode Island and the first Republican to represent the second district since 1938. In 1982 Schneider became one of two first term representatives to introduce legislation that became law.
Schneider was active on the Science, Space and Technology Committee, the Merchant Marine and Fisheries Committee, and the Select Committee on Aging. Her numerous organizational memberships included the Northeast-Midwest Congressional Coalition (treasurer), Congressional Competitiveness Caucus (co-chair), Congressional Caucus on Women's Issues (executive committee member) and the Republican Labor Council (co-founder). Schneider was also active in environmental issues concerning global warming and ocean dumping.
She also worked on issues concerning civil rights, the elderly, women's issues, health care and American competitiveness. She was a leader in the successful opposition to the Clinch River Nuclear Reactor Project and an active supporter of the Civil Rights Restoration Act. In addition, she worked to improve U.S. Soviet relations through appearances on the
Congress-Bridge program carried on ABC's
Nightline news show. Schneider also participated in the first live unedited satellite TV transmissions between the U.S. Congress and the Supreme Soviet of the USSR.
In 1990, Schneider gave up her seat in the House of Representatives in order to challenge Senator Claiborne Pell for his senate seat. After her defeat, Schneider moved to Boulder, Colorado and became director of the
The Artemis Project. Schneider now works as an independent consultant and the Corporate Social Responsibility Advisor to the Board of National Grid. She also works with the Environmental Protection Agency (EPA) on enlisting corporations to pursue strategies for reducing their carbon emissions.

The Subject Files consist of briefing books, correspondence, memoranda, speeches, reports, calendars, congressional schedules, newsletters, and news articles. Subjects include acid rain, global warming, education, commerce, foreign policy, and energy. The legislative reports are from the Select Committee on Aging and the Committee on Science and Technology. The series also includes materials regarding a court case from 1978 in which Schneider sued Edward Beard, her political opponent in the 1978 Congressional race.

The series contains memoranda, correspondence, notes, briefing books, and news articles concerning the $3.2 billion Clinch River Breeder Reactor Project (CRBRP) in Tennessee. The series is incomplete since some material was lost in transit.
Claudine Schneider was an active opponent of the Clinch River Breeder Reactor. She organized the congressional coalition to block the Administration's request for $252 million for fiscal year 1983. Fellow opponents of the CRBRP included George Brown, David Stockman, Howard Wolpe and Lawrence Coughlin. Proponents of the project included Ronald Reagan, Howard Baker and Olin E. Teague.
The "background notes" and the briefing books are good sources of general information on the Clinch River Breeder Reactor Project. Schneider's position on the project is most visible in her statements, positions and "Dear Colleague" letters.

The series contains records on a proposal by New England Power Company to build a nuclear power plant on a site that was a Naval Air Station in Charlestown, Rhode Island. At the time, Schneider was co-founder of the Rhode Island Committee on Energy and executive director of the Conservation Law Foundation, two environmental organizations, which opposed construction of the power plant. The two organizations sued the General Service Administration (GSA) on the grounds that it violated its own procedures in declaring the Naval Air Station land surplus and available for development by private industry.
After a protracted legal dispute, New England Power abandoned its plan to build a nuclear power plant in Charlestown and the Naval Air Station land was deeded to the town for use as a park and wildlife refuge.
The records include legal briefs, motions, petitions for leave to intervene, correspondence, reports, and transcripts of Congressional testimony by Schneider.
