This collection documents the drafts and finalized speeches written by Sam
Tangredi for Secretary of the Navy Dalton, and Under Secretary Danzig during the
years 1993-1995. They contain notes and corrections, as well as copies of
publications where the speeches were printed, commented on, or in one case,

approximate chronological order, with a smaller seventh binder of Tangredi’s
speeches for Under Secretary Danzig. In the first three binders, there was front
matter detailing the contents. This front matter was not present in the

as well as a Ph.D. in International Relations in 1989 at the University of Southern

Navy John H. Dalton, and Under Secretary of the Navy Richard Danzig. He has authored

John Howard Dalton (1941- ) served as the 70th Secretary of the Navy from 1993-1998
under President Clinton. He graduated from the U.S. Naval Academy in Annapolis in
1964, and went on to serve in the Navy from 1964-1969, at which point he transferred
to the U.S. Naval Reserve and promoted to the rank of Lieutenant Commander. After
his time in the Navy, Dalton received his Masters of Business Administration from
the University of Pennsylvania in 1971, and went on to serve under President Carter
as part of both the U.S. Department of Housing and Urban Development and the Federal
Home Loan Bank Board from 1977-1981. Dalton also worked in the private sector,

the Housing Policy Council at the Financial Services Roundtable.
Richard Jeffrey Danzig (1944- ) previously served as Under Secretary of the Navy from
1993-1997 of the Navy during the Clinton administration, with Secretary of the Navy
John Dalton. Danzig graduated with a BA from Reed College, and a J.D. degree from
Yale Law School, and both a Bachelor and Doctor of Philosophy from Oxford
University, where he was a Rhodes Scholar. After serving with Dalton, he became the
71st Secretary of the Navy from 1998-2001. He has taught contract law at both
Stanford and Harvard Universities, and served as an advisor to President Barak Obama
during his 2008 campaign. Danzig now serves as a consultant to the U.S. Intelligence
