InventorySeries 61. Drug Enforcement
The series contains records regarding drug enforcement of controlled substances. The records consist of memoranda, correspondence, speeches, reports, news articles, bills, amendments, record vote analyses, and notes. Subjects include crack babies, crack cocaine epidemic, and random drug testing for businesses and commercial transportation entities.
The records include reports from the General Accounting Office (GAO), Appropriations Committee, Rhode Island Governor's Justice Commission, and National Narcotics Intelligence Consumers Committee.
Anti-Drug Abuse Act Amendments (1988), regarding provisions aimed at establishing drug testing standards, eviction of public housing tenants for drug-related criminal activity, and passport revocation.
Omnibus Drug Bill (1988), regarding legislative efforts to stiffen penalties for drug violators, oppose legalization, promote drug testing, cooperate with foreign governments on intercontinental drug trafficking, and suspend funding to states that do not comply with new regulations.
Omnibus Drug Enforcement, Education, and Control Act (1986), regarding efforts to enact the death penalty for criminal enterprise drug offenses.

Series 62. Federal Employee Issues
The series contains records regarding government employee benefits, employee programs, postal service issues, and federal regulatory reform. The records consist of memoranda, speeches, press releases, reports, notes, and bills.
Combined Federal Campaign (1984), regarding regulations proposed by the Office of Personnel Management to give the United Way full management responsibilities for all contributions and proceeds. The Combined Federal Campaign was used by the International Service Agencies, National Health Agencies, and the United Way to procure charitable contributions from federal employees.
Federal Regulatory Reform (1995), regarding legislative efforts to reduce the burden of federal regulations on individuals, businesses, and state and local governments. Topics include proposals for a moratorium on federal regulatory rules. The records include letters and reports from groups opposing the moratorium. (see also, Regulatory Moratorium Issue, folder 28)
Hatch Act Reform Amendments (1988-1993), regarding proposals to amend the 1939 bill which restricted the participation of federal employees in partisan politics.
Postal Issues (1983-1991, 1994), consisting of letters from postmasters, constituents, and postal service organizations regarding post office construction projects, post office expansion plans, postal worker wage contracts, postal rates, commemorative stamps, and post office closings.

Series 63. Federal Office Agency
The series contains records related to issues concerning federal departments, federal agencies, and the armed services. The records consist of correspondence, speeches, memoranda, petitions, reports, and studies. The correspondence includes letters to and from department officials, agency chairs, and military commanders.
The series also contains constituent correspondence regarding issues affecting specific towns and cities in Rhode Island. Subjects include health care coverage, education programs, welfare reform, housing assistance, defense contracts, and economic development.

Series 64. Veteran's Affairs
The series contains records related to issues and legislation pertaining to veteran's health benefits, federal loan programs, Department of Veteran's Affairs, and Veteran's Administration budget appropriations. The records consist of memoranda, speeches, press releases, bills, reports, correspondence, and congressional statements.
Subjects include: Agent Orange (1988-1989), regarding efforts by Vietnam Veterans organizations to procure compensation benefits for those veterans suffering from the effects of exposure to defoliant chemical agents used during the war in Vietnam. The records include testimonies before the Senate Committee on Veterans Affairs, reports from the Agent Orange New Jersey Commission, and the Agent Orange Veteran Payment Program Manual. The records also include the Agent Orange Compensation Bill enacted to prevent disabled Vietnam veterans from losing federal public assistance benefits if they are recipients of Agent Orange settlement payments.
Prisoner of War/Missing in Action (POW/MIA) (1980-1988), regarding efforts to resolve POW/MIA cases involving the United States, Vietnam and Laos. The records include Whitehouse correspondence, joint report from the Departments of State and Defense, and hearing testimonies from government officials.

Series 65. Trips Files
The series contains records concerning trips taken by Senator Chafee while researching foreign policy issues abroad. The series also includes records from congressional delegation trips (CODEL), domestic conferences, international conferences, and personal trips. The records consist of maps, travel booklets, international trade publications, correspondence, memoranda, briefing books, itineraries, and photographs.
Subjects include the Bilderberg meetings in Baden, Austria where prominent businessmen, scholars, diplomats, and leaders from around the world gather to discuss current issues. Topics also include issues concerning the environment, military conflicts, economics, trade, and health care. There are also records regarding memorial ceremonies including the anniversary of the United States' victory at Guadalcanal during World War II in which Senator Chafee had fought.
Subjects also include: Alaska: Canada-United States. Inter-Parliamentary Group (1996), regarding the 37th meeting on issues concerning trade policy, NATO expansion, UN reform, UN financing, and environmental issues.
Alaska: Controversial Lands (1978), regarding land use issues concerning D-2 legislation designating millions of acres of public land as additions to national parks, wildlife refuges, and scenic river systems.
European Communities Conference: Libya Chemical Weapons Plant (1989), regarding efforts to stop a German company from building a chemical weapons plant in Ratba, Libya.
Europe: Atlantic Conference (1986), held in St. Paul de Vence, France, the conference addressed Soviet relations with the United States and Europe. The conference was attended by representatives from European and North American nations.
Turkey (1979), containing records on a congressional delegation trip examining the status of Turkey's relation with the United States, Europe, and the Soviet Union.
Japan (1981-1982), regarding the Japanese trade surplus, United States-Japan fisheries issue, and Japanese defense spending policy.
Japan, China, Australia (1997), regarding the Kyoto Conferences where representatives from around the world addressed the issue of global climate change.
Middle East: Egypt, Jordan, Jerusalem: U.S. Relations, Regional Political Situations (1988), regarding Senator Chafee's trip to Israel, Jordan, and Egypt to discuss the status of United States relations, as well as to observe how Israel uses U.S. aid and its impact on neighboring countries. Senator Chafee also researched the ongoing mission of the U.S. military in the Persian Gulf.
South America Trip: Congressional Delegation (CODEL) Amazon Rainforest (1989), regarding the investigation of the deforestation in the Amazon rain forest. The trip involved visits to rain forest sites in Brazil, Venezuela, and Belize.
Wyoming Delegation (1985), regarding the congressional delegation trip to Yellowstone Park for the purpose of examining facilities programs that manage recreation use in Grizzly bear habitats. Subjects also include national forest and park planning, and Yellowstone ecosystem management alternatives.

The series contains records regarding nominations for Supreme Court justice, Federal Circuit Court of Appeals, Assistant Attorney General, and other Justice Department positions. The records include correspondence, memoranda, publications, press releases, news articles, speeches, congressional statements, committee hearing testimonies, and reports.
Subjects include Judiciary Committee confirmation hearings of Supreme Court nominees Robert Bork, Stephen Breyer, Ruth Bader Ginsburg, Anthony Kennedy, David Souter, and Clarence Thomas. Other nominations include Zoe Baird, Robert Bork, and Clarence Thomas.

Series 67. Campaigns
The series contains records regarding Senator Chafee's senatorial campaigns. The records consist of reports, expense receipts, correspondence, memoranda, news articles, press releases, schedule and events listings, briefing books, studies, congressional statements, and speeches. The records also include Federal Election Committee (FEC) reports, campaign finance reform bills, Senator Chafee accomplishment essays, record vote analyses, radio campaign advertisements, and television interviews.
Subjects include fund raising programs, volunteer workshops, Senator Chafee legislative history, demographic studies, and legislative materials on Federal Election Committee rules and regulations.
Subjects also include: Campaign Receipts (1994), consisting of correspondence, memoranda, notes, receipts for campaign contributions, travel expenses, and receipts for items and services that Senator Chafee purchased for campaign fundraising events.
Chafee Legislative History (1988), consisting of Chafee accomplishments, legislative activities, record vote analyses, and congressional statements.
Federal Election Commission (FEC) Reports: Receipts and Disbursements (1985-1992), Receipts and Expenditures (1976) consisting of Federal Election Commission forms itemizing campaign contributions and expenditures. Market Research Opinion: Rhode Island Statewide Study (1976-1982), consisting of statistical reports and analysis of voter perceptions, voter concerns, voter awareness, as well as Chafee's strengths and weaknesses on a broad range of issues affecting the campaign.

Series 68. Indian Gaming
The series contains records related to Native American issues and in particular, the Narragansett Indian tribe's efforts to build a casino in Rhode Island. The records consist of correspondence, speeches, memoranda, bills, hearing testimonies, reports, studies, new articles, and congressional statements.
Subjects include: American Indian Religious Freedom Act (1992-1993), regarding legislation protecting the religious rights of members of Indian tribes, Alaska Natives, and Native Hawaiians who practiced traditional Native American beliefs and rituals. The legislation also called for the protecting the religious use of peyote, protecting the religious rights of Native American prisoners, and restoring the "compelling state interest test" as the legal standard for protecting Native religious freedoms.
Chafee Amendment to Gaming in Rhode Island (1996-1997), regarding the Narragansett Indian tribe's challenge to Senator Chafee's legislation amending the Rhode Island Indian Claims Settlement Act (1978). The amendment would require the tribe to get state and local voter approval before establishing a high-stakes gambling business.
Indian Gaming Regulatory Act (1988), granting Indian tribes the opportunity to establish gaming facilities in their respective states. The Narragansett Indian tribe sued the State of Rhode Island on enacting the Rhode Island Indian Claims Settlement Act by citing sovereignty granted to them under the provisions of the Indian Gaming Regulatory Act.
Rhode Island Indian Claims Settlement Act of 1978 (1978, 1996), regarding the Narragansett Indian tribe's agreement to accept 1,800 acres with the stipulation that the land would be placed under State law jurisdiction.

The series contains records related to events and issues regarding Rhode Island politics, economics, and social programs. The records consist of memoranda, speeches, correspondence, news articles, economic reports, notes, General Assembly session bills, town meeting notices, committee hearing briefing books, government journals, and congressional records statements.
Subjects include: Chafee/Machtley forum: "Our Children's Future: Measuring Up to the Challenge" (1990), concerning government programs designed to help limit the effects of cyclical poverty for teenage mothers, foster children, and under privileged families.
Economic Development Seminar (1994), consisting of Rhode Island Port Authority public session agendas and hearing minutes concerning the Providence Place Mall project, Shepards Building project, Union Station project, and proposals brought before the Quonset Point/Davisville Oversight Subcommittee.
General Assembly Session: State Affairs (1975-1984), consisting of Rhode Island General Assembly Acts regarding state and government affairs, Department of Community Affairs, sale of public property, creation of administrative hearings, and legislation relating to specific town and cities.

Series 70. Personal Correspondence
The series contains correspondence from Senator Chafee's friends, family members, neighbors, colleagues in congress, and government officials. The records consist of greetings, dinner invitations, wedding invitations, thank you letters, and official correspondence. The records include personal notes, news articles, post cards, and photographs.
Subjects include correspondence from President Carter thanking Senator Chafee for his support on the Panama Canal Treaty, Mid East Negotiations, and Clinch River Breeder Reactor legislation. There is also correspondence from President Carter's staff and Secretary of State Cyrus Vance thanking Chafee for support on ending the Turkish arms embargo, B-1 bomber development, and the Clean Water Act.

Series 71. Telephone Messages
The series contains telephone message books that were kept by Senator Chafee's Executive Secretary (1977-1989), Hollis Brown. The books contain forms indicating the name of caller, date, time, phone number, the time the call was received, and name of staff member who received the call. Messages were also taken by the Senator's assistant secretary Kelley Davis (1982-1983) and his personal secretary Patty Parmer (1985-1999).

Series 72. Awards
The series contains plaques, trophies, framed certificates, framed drawings, and framed photographs that Senator Chafee received from groups and organizations in recognition of his public service. The trophies are defined as any three dimensional object usually mounted on a base and are made of glass, metal, wood, and plastic. The records also include ceramic statuettes, and metal paperweights. Subjects include awards from health industry organizations, veterans groups, environmental groups, and government entities.
The awards are housed in one cubic foot record storage boxes and listed numerically by box.
Series 73. Realia
The series contains a campaign banner, a pennant, paintings, flags, a map, and charts. The items were transferred to the University of Rhode Island from Senator Chafee's Providence and Washington offices.

Series 74. Accomplishments
The series contains records regarding Senator Chafee's legislative successes and efforts during his tenure in the United States Senate. The records include memoranda, reports, news articles, press releases, correspondence, record vote analyses, and congressional record statements. The series also contains correspondence from political groups, organizations, and public figures thanking Senator Chafee for his vote and efforts regarding specific pieces of legislation.
Subjects include Senate committee issues regarding finance, health care, environmental management, foreign policy, and veterans affairs. The lists indicate the title and number of the bill, as well as the date it was introduced. Included in the folders are photocopies of a congressional record statements relating to each bill.
