The series contains records concerning foreign policy matters that Senator Pell was involved in during his time as Chairman of the Senate Foreign Relations Committee (1987-1995). The series also contains records from the years Senator Pell was not Chairman including records on the Law of the Sea Treaty (1966-1980) and the Military Weather Modification Treaty (1972-1996).

The records include committee notices for hearings, briefings, and business meetings. The hearing notices indicate the subject of the hearing as well as the date, time, place, witnesses, and notes regarding scheduling and other administrative matters.
